About
André Moreau is a graduate student in Polar Law at the University of Akureyri in Iceland. His academic work is complemented by nearly a decade of professional experience as a Canadian public servant and legal professional, with a focus on Arctic governance and policy. André’s experience living and working in northern and remote communities has given him a grounded and personal understanding of the challenges and opportunities in the North. While in Nunavut, André was actively engaged in the community by serving on the board of the Niqinik Nuatsivik Nunavut Food Bank and volunteering with the Civil Aviation Search and Rescue Association. He has also contributed to national and international public policy by participating in programs such as the Action Canada Public Policy Fellowship (2023–2024) and the U.S. Department of State’s International Visitor Leadership Program (2024), where he explored issues affecting Arctic and Indigenous communities and cross-border cooperation. André holds both a B.C.L. and an LL.B. from McGill University, where he was elected valedictorian of his class in recognition of his leadership and involvement within the faculty and is a member of the Law Society of Nunavut. Prior to his legal studies, André earned a B.A. in Arts and Business from the University of Waterloo, with a focus on speech communication, history and international studies.
