Mr. Palmer is widely recognized for his role in structuring and negotiating multibillion-dollar infrastructure and energy projects across Latin America, the Middle East, Africa, and Asia. He routinely advises governments and their ministries, regulatory authorities, and national oil and gas companies on strategic transactions, concession arrangements, joint ventures, and privatization initiatives. In contentious matters, he has represented states in landmark commercial and investment treaty arbitrations under ICSID, UNCITRAL, and ICC rules. Beyond his transactional and dispute resolution work, Mr. Palmer advises clients in diverse sectors including banking and finance, technology, agribusiness, mining, manufacturing, and venture capital. His ability to bridge legal strategy with operational realities makes him a trusted advisor on matters ranging from sovereign debt workouts to regulatory reform and institutional capacity building. Before joining Curtis Chambers Global Law Firm in New York, Mr. Palmer practiced law and held executive roles in international business ventures in Argentina. He also taught economic and financial analysis at the University of Buenos Aires School of Law, and continues to be active in legal scholarship and professional associations focused on energy and international investment.
