About
Candace is a lawyer and administrative law specialist with over a decade of experience across federal and provincial tribunals and regulatory bodies. She holds a Bachelor of Laws from the University of New Brunswick and a Master of Laws from York University, where her graduate research focused on access to justice in Canada. She also holds a Graduate Diploma in Justice System Administration from York University and is a member in good standing of the Law Society of New Brunswick. Her expertise spans tribunal governance, procedural fairness, regulatory decision making, and access to justice reform. Before joining the CNSC, Candace served as a Governor in Council appointed member of the Social Security Tribunal of Canada, in both the General and Appeal divisions, where she led initiatives to improve consistency and reduce backlogs in complex appeals. She was previously appointed to a provincial administrative tribunal, contributing to fair and efficient adjudication in diverse contexts, and worked as a lawyer in private practice. Candace works to ensure that the Commissionâs processes uphold the highest standards of procedural fairness and transparency. She also advises the Commission on evolving legal and regulatory matters, helping to ensure that decisions are made in a manner consistent with theNuclear Safety and Control Act.
