Paul has over 25 years of professional, executive-level experience with a focus on high value, strategic outcomes, and execution. Having worked within complex regulatory environments, Paul’s previous portfolios have included legal, mergers & acquisitions, strategy, corporate development, communications, board governance, human resources, corporate security, government relations, regulatory affairs, community investment, and internal audit. Paul has also had accountability for developing and implementing a $17+ billion budget while ensuring fiscal sustainability, while introducing a new financial control framework, and launching scores of transformation initiatives. Previously, Paul served as Secretary to the Treasury Board for the Province of Manitoba, Chief Corporate and Strategy Officer and Corporate Secretary at MTS/MTS Allstream, Vice-President, Law, Mergers, and Acquisitions at BCE/Bell Canada, and an equity partner at the Toronto office of Davies Ward Phillips & Vineberg LLP. Paul is originally a lawyer by training, having received his J.D. at the University of Toronto and received a B.A. (Hons) from the University of Winnipeg in economics and political science.
