Stephanie was born in Montreal, Quebec and spent her early years in Sudbury until about middle school. She moved to Toronto and continued her schooling at Harbour Collegiate. She entered into her studies Osgoode Hall, where she was one of the few females in her law program. She graduated in 1959 and was called to the bar. During her time at law school she supported her education through work in banking. Stephanie began her law practice with Robuck & Robuck. After a short period in private practice, she joined the Treasurer of Ontario in 1961 and then moved to the Ontario Energy Board. In 1971, she was appointed Queen's Counsel. She served as deputy minister of the Ontario Justice Secretariat from 1984 through 1987, only the third woman in the province’s history to attain this rank. She was the chair of the Ontario Energy Board from 1988 to 1991. Stephanie also served in as a judge throughout her distinguished legal career. She retired in 1991.
